　　Interpretation case study passage 1

　　中国是一个发展中国家，地域和中央发展不太平衡，我们老百姓的生活也不算太富裕，我们地域的发展任务任重道远。在我们看来，帮助别人也是帮助自己。我们在谋求自身发展的同时向其他发展中国家提供力所能及的援助，提供这些援助的时候都不附加政治条件，而且援助是务实的。我们自己是在走和平发展道路，在国际上我们正在发挥着建设性的作用。刚才我也提过，我们是要为世界和平、合作、发展事业作努力。

　　China is a developing country, and its regional development is not balanced. Our Chinese people’s life is not quite rich. So we have a grand task to perform and a long way to go in regional developing. We think that helping others is also helping ourselves. While striving for self-development, we offer assistances to other developing countries in our power without any political requests. And these assistances are practical. We ourselves are on the road of peaceful development and in the international world we are playing an instructive role. As I just mentioned, we will endeavor to do our best for world’s peace, cooperation and progress.

　　Passage 2 protecting human rights

　　Our focus must be the security of the individual. Violations of human rights can never be accepted. State’s sovereignty implies also responsibility. If governments fail to protect our people, the international community must be prepared to act. In its report, the responsibility to protect, the international conventional intervention in state’s sovereignty points out important issues for the international community to take on. How could we make sure that sovereignty independence never become a license to abuse people? How should the international community live up to its responsibility when states fail to protect their people? We must make full use of instruments available to avoid war. The Security Council must be ready to act on early warning signal on threats of mass violations of human rights. Mechanisms to prevent such situations may be in …character and need to be strengthen based on the accountability and international law.

　　保护人权

　　我们必须关注个体的安全。人权侵犯将永远得不到认可。国家最高统治权必然包含着所有的责任。当政府无法保护它的人民时，国际组织必须准备采取行动。在国际报告中，国际惯例的国家主权干预将注意力引向保护人民的责任这一重要议题，国际组织必须承担这一责任。怎样才能确保主权独立不会成为伤害人民的借口？当政府无法保护它的人民时，国际组织应如何履行它的责任？我们要充分利用可能的手段阻止战争的发生。联合国安理会必须对大规模人权侵害的威胁警报早做准备。阻止人权侵害的机制可能有多种特性，它们都得基于责任与国际法得到加强。
