United Nations Secretary-General Ban Ki-moon will start his three-day visit to China from 17 July, 2012. His first activity in Beijing is to communicate with followers of the United Nations channel on Sina Weibo, the most popular microblogging platform in Chinese. Upon arriving at the hotel from the airport, the Secretary-General will start his conversation with the followers of UN Weibo at 7:30 pm, 17 July local time. Mr. Ban will listen to the comments, suggestions and expectations of the followers on the work of the United Nations, and will answer relevant questions. People are encouraged to keep sending questions until the end of the conversation.

　　2012年7月17日，联合国秘书长潘基文展开其第二个任期内的首次中国之行，当晚19时30分，潘基文在抵达北京后立即与联合国新浪微博的网友进行在线交流，就联合国的工作以及国际热点话题回答网友提问。本次互动交流全程使用英语，并同声传译成中文。联合国儿童基金会中国大使、著名媒体人杨澜担当主持，负责将网友的提问转达给潘基文。以下为访谈全程实录：

　　Ban Ki-moon: Dajia hao，Woshi Pan Jiwen. It’s a great honor for me to communicate with so many young women and men who are following this weibo. First of all I’m very glad to participate in the China-Africa Cooperation Forum.

　　潘基文：大家好！我是潘基文。我非常高兴来到这里和如此之多的中国年轻的男性和女性进行交流，他们都是新浪微博的用户，在关注这次新浪微博的访谈。非常高兴参加这次中非合作论坛。

　　Yang: (Question from @路太长的地盘) You are in Beijing this time to participate in the China-Africa Cooperation Forum, What are the messages you are bringing to the leaders from Africa? How do you define the role of United Nations in the further development of Africa?

　　路太长的地盘：潘秘书长，您这次将要出席中非合作论坛，那么您想给来出席会议的非洲领导人带去什么信息？联合国在帮助非洲发展方面又做了些什么？

　　Ban: Africa is a land of opportunity and potentiality. But it is also true that Africa is facing many challenges, not only lack of development but also social and political difficulties, natural disasters including climate change. Then there we got that China has been taking very important initiative in helping African countries and people to strengthen their capacities to address many difficult challenges.

　　潘基文：非洲这个土地充满了机会、充满了潜力，但是有一个现实是，非洲现在面临很多很多的挑战，缺乏发展，而且在政治和社会方面有面临诸多的困难，而且还会频繁的发生自然灾害，也受到气候变化的影响。中国在这个方面是可以帮助非洲的人民、非洲的国家加强他们的能力，来应对这些困难和挑战。

　　This is a great example of South-South cooperation. It’s not going to be north-south cooperation.

　　这是一个很好的例子，我觉得很好的体现了南南合作的精神。不光是南北合作，现在我们看到中国作为一个领军人物，在积极的促成南南的合作。

　　As world number 2 economy with the great economic drive a social and economic development and political opportunity, it is great that China shares its own experience and technologies with many African countries.

　　中国作为世界上第二大经济体，在经济发展方面和社会发展方面都取得了极大的成绩，在政治的成熟度方面也是有巨大的进步，中国在技术和专业知识方面也有非常令人瞩目的发展，对于非洲人民来说他们也是非常关注中国的。

　　As UN secretary general, I’ll deliver my own message to not only African people but many developing countries for looking to cooperate with China.

　　我在中非合作论坛上也会有自己的发言，会展示这种潜力，不光是非洲人民，还有很多发展中国家的人民，都在积极的期待着与中国进行合作的可能性。

　　Yang: How do you define the role of UN in the further development of Africa?

　　杨澜：您如何来定义在未来非洲的进一步发展在联合国的作用？

　　Ban: UN has been leading this development of Africa working together with the developed world and developing world. We have to help those countries, including least developed countries, countries whose natural ad geographical conditions are very unfavorable like small island countries. China has been a great supporter. I’ve heard from so many African leaders who are grateful for China’s cooperation. It’s not just Africa. I have been traveling to many developing countries. That’s why I’m here. I’m fully encouraging.

　　潘基文：联合国一直以来都是在发展历程方面发挥领袖的作用，促成发达国家和发展中国家的合作以及促成最不发达国家的发展，我们的发展工作是面临各种各样的困难，包括这些不发达的国家或者最不发达的国家，还有内陆国家、小岛国国家，他们在自然条件方面、地理条件方面都面临很大的困难，所以需要其他国家的协助，中国在这方面也提供了很多的协助。我也经常听到非洲的领导人和人民对我这么讲，他们非常感谢中国的作用，感谢中国提供的协助。实际上不光是非洲，我因为经常去发展中国家，我经常听到这种心声，所以我感到非常的鼓舞。

　　What I want to say, I would like to expect more. I really appreciate that leadership of President Hu Jintao and Premier Wen Jiabao who have been working and traveling all around the world to help these people.

　　我想说，其实我还有更高的期望，我希望中国能够做的更多，我有这样更高的期望。胡锦涛主席、温家宝总理在这方面也做了很多的事情，在世界各地都去看，做了很多的事情。

　　Yang: This is very inspiring to hear you to say so. Here is another question from Henry ZYX. The UN Conference on sustainable development, in other words, Rio+20 is just over, do you think that you have achieved any tangible results from this conference?

　　杨澜：（微博用户@Henry_ZYX问题）联合国里约+20峰会刚刚结束。您认为本次会议取得了什么样的具体成果？您认为中国在可持续发展方面以及整个联合国在该方面做的怎么样？

　　Ban: The Rio+ 20 summit in Rio de Janeiro was a great success. It puts all of us toward a great sustainability path. This is great. They have adopted very concrete package or action plans. I appreciate Premier Wen Jiabao who himself participated in this and delivered valuable and strong messages. In 1992 world leaders get together and put this sustainable agenda on the map. But during the last 20 years we have not done enough. We have not realized that resources are limited in our planet. We should make our economy green and we should have less carbon. This is important. We have to address climate change. At this time, we have to address food security issue, water security issue and energy shortage and urbanization issues.

　　潘基文：里约+20峰会，这次峰会的确非常成功，这次峰会让我们所有人都能够更加的关注可持续发展道路的问题，这非常好。峰会是通过了非常具体的方案行动的计划，我非常赞赏温家宝总理亲自参加这次峰会，这是非常有价值的，传达了非常重要的信号。在1992年的时候，世界各国的领导人聚集在一起，把可持续发展的议程提到了议程上面，20年之后实际我们做的事情还是不够的，我们意识到资源是有限的，因此，我们应该在发展经济的时候做到绿色的发展，我们应该减少碳的排放，实现低碳经济，这非常重要，我们必须解决气候变化的问题，与此同时要解决粮食安全的问题、水资源的问题、能源短缺的问题。

　　Beijing is a huge city and I saw many cities in china whose population is sometimes ten million, 20 million, 30 million. There are many problems coming from this urbanization. We have established sustainable development goals. We have to strengthen institutional framework like the UN environmental programs. We also have to work out all these important agendas into implementation process.

　　北京，我们知道是一个非常庞大的城市，在中国有很多这样的大城市，人口往往都是一千万、两千万、三千万，所以城市化也带来了诸多的问题和挑战，我们希望通过可持续发展解决这些问题，并且确立可持续发展的目标，并且加强我们机制的框架，包括联合国的环境计划署等等，并且要制定出非常重要的可持续发展的议程。
