UN warns North Korea over rocket launch

　　The United Nations Security Council has warned North Korea it will take action if it embarks on another missile or nuclear test, in a strongly worded condemnation of the rogue state’s failed rocket test last week.

　　联合国安理会(United Nations Security Council)警告朝鲜，如果该国继续进行导弹或核试验，安理会必将采取相应的行动。安理会对这个无赖国家上周失败的火箭发射试验发出了措辞强烈的谴责。

　　A presidential statement, approved by all 15 members of the Security Council on Monday morning, said Friday’s launch was a “serious violation” of UN sanctions and demanded that North Korea suspend all activities related to its ballistic missile programme.

　　安理会全部15个成员国周一上午一致批准的主席声明称，上周五的发射是对联合国制裁的“严重违反”，要求朝鲜中止一切与其弹道导弹计划有关的活动。

　　It also said it would consider adding new North Korean companies and individuals to its blacklist, as well as slapping new restrictions of goods that the state can import.

　　声明还表示，将考虑把更多朝鲜企业和个人列入黑名单，并针对该国能够进口的商品出台新的限制。

　　“The Security Council expresses its determination to take action accordingly in the event of a further [North Korean] launch or nuclear test,” said the statement, which was approved by China, a veto-wielding council member that traditionally opposes action against its volatile neighbour.

　　“安理会表达了如下决心，即如果（朝鲜）继续进行发射或核试验，安理会必将采取相应的行动，”声明表示。这份声明得到中国的批准。作为拥有否决权的安理会常任理事国，中国传统上反对安理会对它这个不安份的邻国采取行动。

　　A presidential statement is a lesser rebuke than a full resolution, which western countries would have difficulty persuading China to agree to, and analysts said it would have little impact on the defiant North Korean regime.

　　主席声明的谴责力度不及一份完整的决议（西方国家要说服中国赞同一份决议会有难度），同时分析人士表示，此举对桀骜不驯的朝鲜政权不会有什么影响。

　　But Beijing’s agreement underlines its anger with Pyongyang over the missile test.

　　不过，北京方面同意该主席声明突显出其对朝鲜此次火箭试验的愤怒。

　　“The swift and unanimous adoption of this strong presidential statement shows that the international community is united in sending a clear message to North Korea that such provocations are serious and totally unacceptable,” said Susan Rice, the US’s ambassador to the UN.

　　“这份措辞强烈的主席声明得到迅速而一致的通过，这显示出国际社会团结起来向朝鲜发出了一个明确的信息，那就是此类挑衅是严重且完全不可接受的，”美国驻联合国大使苏珊•赖斯(Susan Rice)表示。

　　“Critically, the Security Council made clear there will be consequences for any further North Korean launch or nuclear test,” she said.

　　“关键的一点是，安理会已表明，朝鲜继续进行发射或核试验的话，是会有后果的，”她表示。

　　Amid much fanfare, North Korea said it was attempting to put a satellite into orbit – analysts and western governments said it was a cover for a long-range missile test – on Friday, two days before the centenary of founder Kim Il-sung’s birth.

　　朝鲜曾宣布要在上周五——即该国开国领袖金日成(Kim Il-sung)百年诞辰的两天前——将一枚卫星送入轨道（分析人士和西方国家政府称，这是远程导弹试验的幌子），并为此大举造势。

　　What was supposed to be an auspicious celebration ended in embarrassment, however, when the rocket disintegrated less than two minutes after blast-off.

　　不过，这次本应带来吉祥喜庆的火箭发射，结果却只带来难堪，因为朝鲜的火箭在发射升空后不到两分钟就解体了。
