  A presidential vote in Zambia, Africa's top copper producer, is shaping up as a battle between two septuagenarian candidates at odds over one of the continent's most divisive issues─investment from China.

  Voting was largely peaceful as Zambians headed to the polls Tuesday to choose among 10 presidential contenders. But in Lusaka, the capital, Zambian police clashed with opposition protesters angered by alleged vote-rigging, witnesses and police said.

That hasn't gone over well with the poor, many of whom believe they have missed out on a Chinese-fueled copper boom.

  “Chinese investment in Zambia is not for ordinary people,” said Clement Mukosha, a retired miner in Lusaka and one of the voters in Tuesday's elections. “It's the senior government officials who benefit.”

  Mr. Sata has pitched himself to such voters. In previous presidential campaigns, he called salaries at Chinese-owned copper mines “slave wages,” and threatened to deport Chinese investors and sever diplomatic ties with China. This time around, Mr. Sata has toned down his rhetoric, saying he would embrace Chinese investors if they respected the country's labor laws.

  Last year, Chinese managers at Collum Coal Mine shot and injured at least 13 miners during a wage protest, according to Ndandula Siamana, a Zambia police spokeswoman. Chinese managers at Copperbelt-based Chambishi Copper Mines shot six miners during a labor dispute, the police and union officials said. There were no deaths in the shootings, according to police.

  Chinese and Zambian officials say investment─more than $2 billion in total─has created some 20,000 local jobs that range from mining to manufacturing to telecommunications. In 2010, China's total trade with Zambia reached $2.5 billion, up 97% from the year before, according to the People's Daily, a Chinese government publication.

  Mr. Sata hasn't just managed to scare Chinese investors. He has also threatened to impose controls on foreign capital to prevent an outflow that may sharply weaken Zambia's currency, the kwacha.

  Although the rhetoric has resonated with the young and poor, especially in Zambia's urban areas, Mr. Sata isn't expected to follow through on many of his threats if elected president, according to Yvonne Mhango, an economist at Renaissance Capital in Johannesburg. “His bark is worse than his bite,” she said.

  On Tuesday, police were deployed across the country to stem any election violence. At three polling stations in Lusaka, voters became angry waiting hours in the sun for election materials to arrive. Some ballots were burned and a car window was smashed, according to Maria Muñiz de Urquiza, the EU's chief election monitor.

  The police tried to rescue a man, allegedly arrested with pre-ticked ballots, from the crowd but they were pelted with stones, a witness said by telephone. Protests spread to the suburb of Kanyama and voters started pulling down billboards and campaign posters of candidates of the ruling party.
